When you downloaded the profile what you're going to want to do is load it via the profile loader which is the one on the right hand side.

Just scroll down until you see "Splinter_Cell_Double_Agent_.xpadderprofile" and then click "download" to download it. Now you can use the program to setup your own control profile from scratch or you can do what I did and use a profile that was pre-configured for the game which I downloaded here. Also make sure you're wireless xbox360 gamepad is turned on so that it's detected during the next screen (hint, if the controller isn't turned on then nothing but a gray screen will be displayed, so turn on your controller!) When you open the exe, choose the program location and where you wish the program files to be stored (my documents or program location). You might also have to check "Run this program as an administrator" but I didn't have to however there have been others who said they had to.

You can download the free version of xpadder here which is where I downloaded it and it ran fine however, if you're running windows 7 you have to remember to right click the executable (which you're supposed to extract) and select "properties" from the drop-down menu then when you click on the compatibility tab make sure to have "run this program in compatibility mode" checked and select Windows XP (SP3). I've heard that their are others such as "pinnacle game profiler" but I don't believe there's a free version of it and it doesn't seem as though it will work any better. Anyways, it's still possible to get the game to work with the controller, but you'll have to use a third party program called xpadder. I presume the reason might be because games like double agent was released some time in 2006 and the wireless 360 gamepad (for windows) didn't come out until 2010 and by that time Ubisoft had long abandoned support for the game. You can't even set up the controls manually because the game will not acknowledge the pad. So it turns out that indeed the wired version of the 360 controller works with the game out of the box however, for whatever reason the game doesn't support the wireless controller at all. Okay, I know this thread is very old, but I wanted to post this here just in case anyone would happen to stumble across this page (like I did) when searching for a solution for the Xbox 360 WIRELESS gamepad for windows issue.
